Text Channel TTS

The ability to set a specific text channel to always be Text-To-Speech only if a user currently has that text channel open. This is very similar to the already existing feature but the issue with the current implementation is that a user must switch TTS on and off for the specific channels when they no longer wish to hear TTS. This would allow for a specific TTS channel to exist for times when I'm at work and can't talk but want to communicate to my friends in a chat. I've asked them to switch TTS on for specific chat channels but its always an annoyance when they have to switch it on and off instead of having a specific chat they could tune into. This would also allow for he TTS specific text channel to have permissions with who can type as well as auto deleting history.
