Channels Gategories

Add a system of categories to a channel, or tabs, like having multiple channels within one, configurable by the server admins, similar to threads, posts, etc., but set up by admins and with permissions for each category of the channel. For example, a "discussions" channel could have categories like "Public" and "VIP," and we could set permissions for the VIP category so that only VIPs can see it, and those who are not VIPs cannot view this category. It will be displayed as a normal channel without any category.
