write explanations in reports

When reporting a user or server, we need to write a description. for example a server opened a server with the url "x". when he entered the server, he directed people to the server that was violated. When that server closed, he opened a new server and shared it on the server with the "x" url. I've seen a few servers do this. but I can't forward it to the discord trust and safety team.
