Please Allow Users to Set a Static Stream Upload Rate

I've been dealing with poor stream quality for the last few years (Different PCs, different locations, different networks), and opened a couple of tickets with Discord support that have unfortunately been fruitless.

The issue at hand is that for some reason, Discord's automatic upload rate estimator seems to simply… not function properly on any of my setups; streaming at any quality via Discord turns into a pixelated mess and caps out around 600 to 800 kbps upload, but streaming at 1080p/60fps on Twitch and Youtube is crystal clear and properly does utilize my upload bandwidth.

Is it possible to simply expose an advanced audio/video setting to allow users who are familiar with streaming a way to set a target upload rate for streaming?  Being able to simply set the target rate so there's no unpredictability with the automatic bandwidth estimation would likely solve the issue (and the issue of quite a few users based on both Reddit and Discord support feedback threads).

And if it doesn't, it may begin to lead more credence to somehow being a network or ISP issue despite those same users being able to stream to other services without issue.
