Friend request "ignore" actually rejects; should truly ignore

Incoming friend request [accept | ignore]

Expected: 

If you choose “ignore”, you expect it to just disappear from your list (and on their side, show an infinite “pending” status unless I come back and friend them).

Actual:

The wording of “ignore” is actually “reject”. The requester sees the pending status is gone and that you can invite them, once again, to friends. This means they know they got rejected.

Scenario:

It's a common practice, these days, to just ignore requests so we don't hurt feelings. Let's say I run a giant server of 100k members. I don't want people to know I'm rejecting them; I'd rathe them just assume I'm busy. I may very much like their company, but I also want to maintain a tight friends list. 

It's not that I don't like these people; I just want my friends list to be people I know IRL.
