Add a Notes button in the context menu.

Adding a Notes button in a message's context menu allows users to express their opinions and add important context (text only), such as:
  - When a message is fraudulent and add a note reading that the message is fraudulent and you should not interact with it;
  - To clarify the message and add important context;
  - To distinguish false from true information;
  - And more.

Adding a Note is text-only (no media supported) and users will only be able to add a Note if they are NOT timed out.

    *Adding a Note requires no permissions, however, the user must NOT be timed out to do so.

    I feel like this would get abused by people who just want to troll or post inflammatory/NSFW content in read-only channels. I don't support this idea as it is, but with a few changes, perhaps Discord could make it work.
