Change Announcements-type channel to *NOT* override user notifcation preferences

Allow the ability for users to override Announcement type channels notification settings. Right now, a channel that has a type of “announcement” will override the user preferences. This seems backwards to me. I would like to have my user settings/notifications trump all other settings, and I don't want a channel of any type (eg, announcement) to be able to ignore or override my settings.
