Turn clips off by default, and make it so that if someone starts a voice call, the setting is ignored and they can be recorded regardless.

While I do think the feature can help people if someone's harassing them in their DMs where no one else can hear them, I don't think having it be on by default is a good way to go about it. If a person wants to threaten or harass another person through voice calls, they would be the one starting the call, right? Therefore, if starting the call means you get recorded no matter what, and there's a warning of that sort under the setting, I think that would work a lot better.
