Better "Manage Channel" Permission

I've been testing the "Manage Channel" permission for categories, but it seems that it only targets the category itself rather than the child channels found within.

Furthermore, if a user has "Manage Channels" on their role permissions, any channel permission overrides for "Manage Channel" that are denied for that channel or category are ignored. The user can create text channels and clone them.
