ID Tagging vs. Nickname/Username Tagging

Right now, if a user has nothing but numbers in their discord user/nickname, and someone tries to ID tag someone [<@UserID NUMBER>] It may cause an unintended person to be tagged, as they may have a subset of the same number string in their username, as the intended ID Tag.

I feel the intention of using ID based tagging should trump ANY username that exists in the server. So tagging based on a UID should ALWAYS escape the tagging of a username or nickname.
