New Role Permission

There should be a role permission that allows a user to join a voice chat without being known to other people and hide themselves once in a voice chat. This would be useful to users on a staff team in a server to more easily deal with people who are breaking rules in the specific server. Examples: a. User1 is breaking a rule in the server so User2 gets StaffA. However User1 notices this and stops, therefore nothing happens and User1 continues once StaffA leaves. b. With this new permission, instead of User1 noticing that StaffA is in the voice chat and stopping, they would most likely continue and StaffA would do whatever they had to do to stop User1.
