Disable @everyone tag for roles with no access
Right now, any person without the "Tag Everyone" permission can type @everyone and even have it auto complete for them as they type. The tag also turns blue once they've sent the message.
This is a minor issue, but it looks dumb and gives players the misconception of being able to actually tag everyone. At least the autocomplete should not work when they do not have permission and the @everyone tag should not turn blue in chat.
I've just seen a lot of people type out ads or spam messages and think that they are indeed tagging everyone, when they in fact are not.
This issue is not regarding the permission system not working seeing as the @everyone tag just turns blue but doesn't actually tag everyone. Newcomers to discord just think they have access to do so seeing as the autocomplete kicks in and the tag turns blue.
