Limit amount of pings per message/minute

Currently a user can ping as many times as they can fit in a message. This allows someone to bypass the restriction of the @everyone ping by simply copying the usernames of everyone and putting them all into a message (something that is easily automated, no doubt.)

It would be a good idea to have an option to limit the amount of pings a user or role can make per message or per minute, so this sort of trolling can be prevented.

I doubt any legitimate users need to ping more than five or ten users per minute in a single server. If someone's doing more than that, they can set up a role that they can ping to ping all those people at once.
