Not all instances of time display obey the locale preference

I switched my Discord to Chinese (Simplified) for a while. Chinese (Simplified) has a preferred time notation of 24 hrs (i.e. 13:00 instead of 1:00 pm). The timestamp next to chat messages displayed time in 24 hrs normally, but the "X message since [time]" banner showed time in 12 hrs ("50+ messages since 2:34 pm"). This happens only with some, not all, of the languages that use 24hrs time. (I checked English (UK) and Spanish and neither had the issue) Plz fix.
