Client side mute doesn't work. (android mobile)

Don't see it here so here I go.
On mobile, client side muting someone doesn't work if they just rejoin, even if it shows them as muted, they are returned to default volume. Happens on samsung. Even if I turn the volume down, and it displays it as down, it still plays back at full volume.
