Giphy max resolution / auto resizing

Discord needs a way to make their giphy integration use a resized version of the image. The server sets their max size to like 128x128 and it auto sets to that.

Oversized images just nuke servers chats and can't really be used often. 
1280x1000 image would just go down to 128x100 as and example
