Remove the ability to empty tag people

Problem: Empty tags don't provide any benefit, and they are usually an annoyance to receiving people

I understand that people tag other people to start a chat, but when they do it without giving a context, writing any accompanying text, it becomes an annoyance for the receiving part (especially when they see the message sometime after it's sent). Because of the notification "spam" I had to mute several servers, servers I enjoy being part of.

Suggestion: Remove the ability to empty tag people, or at least put a delay to notification trigger, so that we can moderate/delete those messages with bots, before they are seen.

If I delete them with the current system, the receiving people would still get the notification, but will not be able to find the source of the notification, so, more confusion and annoyance.
PS: Tags with content but without any letters (emoji only, or non letter symbols) can also be classified as an empty tag
