Role Settings

Hello,

1- Add this feature in the role settings "Prevent adding this role to anyone"

2- Add this feature in the role settings "Add this role to anyone"

For example i don't need someone who has MOD and he can add this role to everyone. So no one can add this role to anyone or delete it.
