More server banner options

Server banners should have more options.

1. Users should be able to disable server banners. I am a mod of a somewhat large server and some people love the banner while others don't because it takes up too much space, it'd be good if those that don't like it could disable server banners.

2. Server banners should be able to be shorter. I should be able to submit a 3:1 server banner and it appear shorter, rather than it being scaled up. (expected behavior: server banner is scaled to 100% width, appears shorter. actual behavior: server banner is scaled so that the height is some number of pixels, and it is cropped to be 16:9)
