Ability to choose and customize thumbnails in our profile pictures for normal and Nitro users.

Basically, Nitro users will be able to customize what their thumbnails are when uploading a GIF as a profile picture. For example, if I want a specific point in a GIF as my thumbnail for my profile picture, I can choose that than rather it being at the start of the GIF.
Normal users should also be able to choose where their thumbnails are in a picture by zooming and scrolling throughout the image to find their perfect thumbnail.
