We can already delete messages. How about giving us time to delete the message BEFORE 100 people receive that message where they were mentioned individually ?
(It's impossible to prevent @mentions if they mention someone by @username. The "manage messages permission" would be allowed to see messages held for review.)

2 possible fixes:
Case 1: Holding messages for mods or bots to decide whether to delete or not
Case 2: Holding messages for 1 second giving bots the time to delete messages.
First, how would massages be held for review? Discord could have a check they implement to detect links, foul language, etc.. or they could allow admins to modify words / patterns that would trigger this system. There could be a server wide filter and/or channel specific filter, to allow links in that one "spam" channel. (See examples below)
Allow mods to see held messages and decide to allow them or not. Bots could obviously do the same. These messages are held indefinitely until action is taken
Bots are quick! Give them a 1 second (or more) grace period to delete messages that are held for review. Bots could even dismiss the hold allowing the message to appear before the end of the grace period.
