Disable the use of External Emojis as Reactions only

As the Title States.
Since i encounter it more and more recently: A way to disable external Emojis for reactions only would be a neat little addition to the options of a Server. A lot of server announcements i encounter recently get spammed by random people with their external emojis, annoying quite a lot of people with it. Since the Server owners dont want to disable external emojis completly while also keeping the option to react to Messages active, the Option to disable External Emojis for Reactions only would be a nice addition to the options.
