Is DM Advertising against any Discord Rules or regulations?

Recently one of my friend named Astrex told me DJ advertising is against discord ToS. However, couple says later, a guy named NHAF told me DM Advertising is not against Discord ToS or any other rules and regulations of Discord. So I want to ask that which one is correct?
