Timestamp in notification bar not updating with new messages in same channel

For at least the last month timestamps in the notification bar have not been updating when new messages are received. Attached are screenshots showing the timestamp in the notification bar is 11:46pm but when clicking into the channel the most recent message is actually from 12:29am https://imgur.com/a/rgiANUG  This is happening in regular channels as well as DMs.
