Ability To Alter If A *Thread* Is Private Or Not

When creating a thread, it can be made public, and it can be made private. A private thread can be made public, but a public thread can NOT be made private.

This seems like an awkward gap. At the very least those in charge of their server should be able to decide alter this at their whim.
