Separate Slowmode Between Channels & Threads

At the current version, the slowmode setting of a parent channel is carried over to a created internal thread. Thus, suggesting to have a separate slowmode settings for channel and threads. This will be very much useful for instances where we want to control spam and prevent users from derailing topics inside a channel while giving less restricted environment on threads, plus will give more utilization on the thread feature, at least on our server.
