Speed Customizations

1. Custom Slowmode/Cooldown Timers

Basically the ability to set the cooldown timer to a chosen limit; This would be helpful for bot channels and server members with high wpm (words per minute) who tend to go too quickly for the bots to work, and/or sometimes break them because of said ability.

2. Message Queue

If the custom timers aren't feasible, then a message queue (as compared to a bot announcement).  If you were on Tumblr in its glory days, that's pretty much what I'm envisioning.  It would also be helpful in a few other scenarios (Something that doesn't necessarily require the creation of a bot due to irregular frequency, but would be nice for those that are the forgetful type).
