Different permissions for giving/removing roles and editing roles

Essentially, I want a server manager to be able to give and remove roles, but not edit them or channel permissions. I can't do this without a separate permission. I trust someone to give roles that give access to a channel, like a supporter role, but I don't want them to be able to edit it making them an administrator. It would be great to have this as a separate option.

    I have no idea why discord hasn't made a permission for editing vanity roles for yourself yet... It seems like something so easy to implement but hasn't been done. Why discord?
