Fix HDR Screen Share for SDR users

Whenever screensharing to a user with an SDR monitor, HDR content is completely blow-out and unwatchable. No workarounds such as admin mode or adjusting the Windows 11 SDR slider works.

Below is a comparison of how HDR content should look, versus how Discord displays it in screen share. It's really not on to have this issue in 2023.
