[Feature Request] Suggesting edits to a message

Often, there are large servers, where a staff member will send a message in channels, which has a static content (for example channels for rules, role information, faq, etc.). The sender is the only person, who is able to edit this message. If the information changes, then it must either be edited by the same person, or deleted and resent.

My idea would be a feature to suggest changes to a message. Similarly to a Git pull request, users can edit the message, and the original sender can either approve or reject the changes. The user suggesting a message edit must also have the perms to do so, in order to prevent spam.

Here's an example:

Jack, a staff member, sends a message in #roles. After a while has passed, the roles have changed, and Jack's message is no longer up to date. John, another staff member, has noticed that and requests an edit, fixing all the roles and updating the message. Jack can then just approve the change. Particularly useful, if Jack hasn't noticed, that his message wasn't up to date.
