Spongebob avatar decoration animations should have less delay

The spongebob avatar decorations all have a 2-3 second delay (except Musclebob). They should have less delay because it almost never moves in the time someone talks. I have the spongebob one, and by the time im done talking it doesn't even get to move. Its like this in the others too, and I think it would be great if it had less delay, especially the ones that aren't as overbearing.
