Allow Admins/Mods of a server to bypass DM restrictions

Sometimes it's necessary for admins and mods of a server to DM a user in the server in an official capacity. Such as rule breaks or following up on an incident. This is especially important if the info needed to be discussed is not appropriate to discuss in a public forum and/or has sensitive information such as personal info in project servers. As a moderator/admin, I should not have to find alternative ways to tell someone their pfp is nsfw publicly in a pg-13 server and risk announcing to the whole server with minors that someone has a dirty picture they can see in their profile.

As for any privacy concerns, this isn't a violation of privacy. This is someone who's been put in charge of server moderation and rule enforcement. If the mod is blocked, that's one thing. But if the mod or admin is unable to DM someone because they have enabled the option to block all incoming DM from anyone but their friends, that causes an issue for server moderation.

This is not a call to bypass the block feature, but a call to allow server admins and moderators to not be blocked by the spam filter.
