New Permission: Toggle Listed Roles

Add a permission that allows role A to assign/unassign roles B-Z IFF: 

1. The role is below A's role in the roles list.  AND
2. The lower roles are added to A's list of toggle roles.  

 

When a user with this permission checks roles for other members,

  Bonus:  A person with this permission and/or Manage Roles, could have an extra dialog to "Tie this toggle role to invitees".  Cog-wheel after the + icon on the "Toggle Listed Roles" and pick which toggle roles tie to every invite sent by that role.  Auto-assigns the chosen role(s) for new members from those invites.
