Send a DM to people who are not our friends

It would be nice if we could send DM to people who are not our friends even if they do not have servers in common with us.

    This is decided by the person in their settings. If someone doesn't want to be sent a DM, he or she will decide. He will also decide if he wants to be added to his friends.
