Decrease the rate limit for loading pinned messages a bit

I believe the rate limit for loading pinned messages is too high because of how easy it is to reach it in normal use cases. For example when you are looking for a pinned message but you don't remember which channel it is in. You would be checking pinned messages in many channels successively, and currently the rate limit is so high that even if you switch channels slowly/at normal rate, you can get rate limited, resulting in pinned messages not loading.
