Integrate Developer Portal Into Discord Client If Developer Mode Is Enabled

Personally I get annoyed by needing to go to my web browser each time I need to access the developer portal for my bots or other oauth 2 applications. So I suggest if a user has developer mode enabled, somewhere in user settings there should be a built in developer portal, could be identical maybe not. It would simplify things and make it easier for developers.

  rather than having it on the homepage it would be better to have it in your settings as 90% of Discord users never would require access to the developer portal,also a mobile integration for this would be cool because that would mean we can edit our applications on the go
