Moderation Settings for Linking

Additional moderation options to control who is able to post links.

Lock it to roles, length of time in server, and/or account verification level (i.e. verified email, phone connected to account). Currently the only automated built-in solution to spambots spamming links is to enable very high verification level requirements to speak, or enable the explicit content filter (which might not even work, not sure). Unfortunately both of these options ruin the fun for everyone else, often catching completely innocent pictures/emotes/etc. A separate option for controlling who can post links similar to twitch's moderation setting would help solve these issues.
