Perm bans

So I noticed that some people get permissions to ban and unban in servers (obviously), but what if there would be a special permission for not only banning but perm banning. The perm ban would work the same, but only the server owner can unban those who have been perm banned instead of just banned.

  If a mod un bans someone without the owners consent and/or indirect consent, the owner can just re-ban the original offender, and ban (or atleast demote) the mod.
