This is an excellent idea in theory, but it most likely be very confusing and misused. If you are worried about scams or DM advertising, deal with it on a case-to-case basis.

The biggest issue is that it is often at a level where case by case is way to late - where you have 80+ accounts randomly join the discord at once (within seconds of eachother) and then hit every account they can on the members list. And, in the default case, this wouldn't change anything about the current setup and i feel it is somewhat better than telling everyone to turn off DM's for our server, or having a global 'no, you can't dm anyone' setting as i have seen suggested here.

This is definitely a huge issue on my guild. It gets raided often with advertising selfbots. Hundreds of them will join the guild and each of them will dm a few members of the guild. I turned on the double table flip verification level to hopefully stop these adbots, but that didn't stop them. Somehow they have a verified phone number.

Reading your suggestion, I believe that just the first part could be enough to solve this problem. Could we please add a role permission for dming other players? I think it's fair to let players without this permission to still be able to dm bots since that isn't bugging anyone.

Edit: This suggestion seems to be more popular so go upvote that instead. https://support.discord.com/hc/en-us/community/posts/360055541132-Add-DM-other-users-as-permission-for-roles
