Add specific emote management

There should be a way to add an emote thing where some roles can manage a specific list of emotes (eg. favorite emotes) where only some roles can delete them (i have a server where anyone could manage emotes and someone deleted ALL of them and the one person with the best emotes had left.) and i think there should at least be a way to have some emojis that low ranked people cant delete but can still make some.
