Lock role for non-administartors

Hey Discord,
I recently came up with a feature that is not in the system, but would be really useful to have.

I'm calling it "Role-lock" which will prevent non-admins to assign special roles to users in a server. This way, your moderators/staff etc won't be able to assign Robot roles, special roles or any other role that you don't want to give away.

Users would still be able to assign roles that are under his/her rank if the role permission is on!

Role1 = Role you don't want people to assign.
Role2 = High rank/Staff

Right now, the only way to do this (role-lock) is to make Role1 higher than Role2 which will look pretty weird if you call Role1 "Special User" and Role2 "Moderator".

I have also made a picture (below) that you could take inspiration from, give credit if you send around that picture since it is photoshopped by me.
