Disallow deleting your messages when you can't send messages

It's already a feature that if you can't send messages in a channel, you're not able to edit them either. If this applied to deleting as well, channels could be locked down when there's a raid and all of the spam could be reported, and the raiders would not be able to hide the evidence. People with the manage messages permission in the same channel would bypass this, of course.
