You can achieve this by making a role being able to see a #logs channel, which can be created by using a bot like MEE6 or Carl Bot,

That only allows such a user to see any changes made (and only after you set up such a bot). That doesn't necessarily help with, say, troubleshooting before you bring in such a bot (and some server owners might be averse to bringing in bots at all), or if you just want to let a user do a once-over on your settings without giving them permissions to alter any of them.

Just hire a trustworthy person to help out

That would still require giving that person moderator/administrator permissions. As I noted, it's not necessarily a matter of trust, but rather one of temperament. There's people I know who I would, abstractly, trust to be a mod/admin, and who have the technical knowledge to do it, but whose temperament or mindset, at least as applied in certain settings, I would consider disqualifying in a prospective mod/admin. (In fact, I'm one such person.) For those people, who can be trusted not to say anything about the inner workings of a server and have the technical knowledge to help troubleshoot any issues, but aren't fit to be a mod/admin, it would be useful for server owners to have this option in order to more easily request their help and take advantage of their expertise without giving them authority which they're unfit to hold.
