Change the profile picture of bots, other users

Sometimes, I love a Bot, but it doesn't fit my visual 'theme' so I don't add it to my server. If I could change their icons, that would be... amazing.

Likewise, sometimes users change their PFPs to pretty vulgar stuff and everyone just has to tolerate it. Like nicknames, PFPs should be server-specific and modifiable by admins.
