Transitional server permission settings

Hi there,

Something I think would help helpful for server moderation is having 'live' permissions that are active in the server.

And 'offline' permissions where mods can completely uproot the permissions without affecting the server until they hit "go live" or some form of button that sends the new permissions to overwrite the 'live' permissions.

So that if mods want to completely revamp the servers permissions, they can do so safely without affecting the server until they are content with the permissions, with an ability to just save the 'offline' permissions if they arent ready to send them live.
