Moving "create role" to bottom of role list in server settings and increasing role cap

I run a server with around 175 roles, and whenever we want to overhaul the server roles you always have to scroll all the way to the top to create a role, all the way to the bottom to find the new role, and then all the way to the top again. The "create role" button should be at the very bottom where new roles are created to avoid the pointless scrolling through over 100 roles. I also think that 250 roles is getting a bit too slim considering the changes that discord has gone through, lots of server are getting more generalized which means they need more roles to categorize users, and with the increased ability to boost servers lots of servers are using custom roles as incentives which eats into the current 250 role limit, I think a good bump would be up to 300 roles.
