Server Admins should be able to disallow PMs to server members unless they explicitly request it

This is a way to stop bot attacks.

Our server has recently come across a bot wave where spam bots:
- join the server
- wait 10 minutes
- send PMs to members about cryptocurrency winnings.
which bypasses all security settings apart form Highest moderation rating.

Allowing Admins to set by default the "No PM" flag is good for user security, much like the "disable notifications apart from @mention" flag which already exists.
This feature is mostly geared towards Community servers, and relatively big ones at that.
