Separate @everyone and @here from @roles

Currently, I cannot allow people to @everyone or @here unless I also allow them to @ every single role

Including the ones they DON'T have permissions to .-. (VIP, Admin, etc.)

I just want to enable @everyone and @here

How about just removing the "and All Roles" part

Every role already has an option to turn it on 1 by 1 anyways

I get that if @everyone is turned on then it might as well have all roles enabled

But there are a lot of roles in my server n they don't all need to b pingable
