Allow the option to disable ping on editing a reply

When you edit a reply, it will enable ping even if you had manually disabled ping, and there is no way to turn it off when editing. Even if editing a reply to yourself (which doesn't have the option to enable ping) will add a ping.

Please add the option to disable/enable ping on editing a reply.

Also, as has been asked repeatedly, please set ping to off by default, and make it a remembered setting in User settings if someone decides to turn it on.
