Remove the ability for blocked user to @mention you in shared server

It used to be that if you blocked a user, they could not @ you in a shared server. So, you could block someone who made your experience a negative one, without significant drama ensuing. Now, it is VERY obvious to onlookers that you have blocked someone if you cold shoulder them even though they are repeatedly @ ing you. This needs reversion so that a blocked user cannot mention you in shared channels. To do anything otherwise would be to literally be on the side of those whose modus operandi is to wear others down. It's a thin, thin line from that to being pro-harrassment.

The "speak to your server moderator" approach might seem a good solution on paper, but in practise is not. There are a multitude of reasons why you might wish to not interact with someone who has not broken any specific rules.
